REGULAR SESSION MINUTES
PLANNING AND ZONING COMMISSION
June 10, 2009
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 10, 2009.
The meeting was called to order at 9:15 p.m.
CALL TO ORDER:
Upon a motion by Elaine Carey, second by Kathleen Salemi the meeting was called to order.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Mary Whaples would be voting in the absence of Thomas Fitzgerald and that the Commission would be voting with seven members.
APPROVAL OF MINUTES
- Design Review Minutes – May 13, 2009
Upon a motion by Paul J. Roczynski, seconded by John Ryan, the Commission Voted (4-0) to Approve the minutes. Elaine Carey, Kathleen Salemi, and Mary Whaples did not vote due to their absence from this meeting.

Upon a motion by Paul J. Roczynski, seconded by Travis Simpson, the Commission Voted (4-0) to Approve the minutes. Elaine Carey, Kathleen Salemi, and Mary Whaples did not vote due to their absence from this meeting.
SPECIAL PERMIT APPLICATION: Under Section 402.2 (m)
to allow permanent seasonal outdoor restaurant dining facilities
associated with restaurant/eating establishment serving alcoholic
beverages on land located at 657 Burnside Avenue.

Upon a motion by Kathleen Salemi, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Special Permit Application with the following conditions:
- Alcoholic liquors shall only be served in areas designed for seasonal outdoor dining while the restaurant/kitchen is open and food is being served.
2 Applicant shall install an audio alarm system to the proposed rear pedestrian gate. Such alarm shall be
designed to notify by sound the use of pedestrian gate to restaurant manager within the building.
3 Prior to operation, owner must provide details to Health Department describing how food will be served
outside in a manner that complies the Public Health Code.
SITE PLAN APPLICATION – 657 Burnside Avenue
Construction of a patio, handicapped ramp and second story staircase.

Upon a motion by Kathleen Salemi, seconded by Elaine Carey, the Commission Voted (7-0) to Approve with the following conditions:
1 Final plan are to be signed and stamped (ink and impression) by the design professional.
2 Revise the parking calculation from 18 required/proposed to 17 required/proposed in the Zoning Data
Block.
3 Provide overall dimensions for the proposed patio and the new stairway to 2nd floor.
4 Provide dimensions for the van accessible handicap parking space – 8” wide with 8’ pavement markings.
Include a handicap sign at the location.
- Provide additional construction details on the plans – bollard, handicap sign/post and dumpster pad/screening.
6. Site plan modification bond set in the amount of $2,365.00.
7. In evaluation this application, the Planning and Zoning Commission has relied upon information provided
by the applicant and, if such information subsequently proves to be false, deceptive, incomplete,
and/or inaccurate, this permit shall be modified, suspended, or revoked.
SPECIAL PERMIT APPLICATION: Under Section 402.2 (q)
and section 222 to allow beer and wine associated with
restaurant/eating establishment on land located at 498-500
Burnside Avenue.

Upon a motion by Kathleen Salemi, seconded by Paul J. Roczynski, the Commission Voted (7-0) to Approve the above Special Permit Application with the following conditions:
1 Conform to section 207.4b.3 of the East Hartford Zoning regulations.
2 Provide site location, scale, and north arrow on all vicinity maps.
3 Verify lot size. Application and plan do not correspond with each other.
4 Provide a bench mark on the plans – label datum.
5 Provide dimensions and dimensional ties to the dumpster pad.
SPECIAL PERMIT APPLICATION: Under Section 207.10 (a)
to allow a municipal fire house use on land located at 141 Brewer Street.

2. Final plans are to be provided for each individual application and labeled accordingly.
MAJOR FLOOD HAZARD DEVELOPMENT APPLICATION –
Under Section 601 to allow construction of a municipal fire house and
driveway on land located at 141 Brewer Street.

2. Final plans are to be provided for each individual application and labeled accordingly.
3. Revise vicinity map features and scale to satisfy requirements of section 705.2.b.3 of the zoning regulations
4. Revise the layout of the roof leader piping to be piped underground.
5. Add a section of sidewalk to accommodate a door at the southwest corner of the maintenance area.
6. Revise the grading at the southeast corner of the detention basin.
7. Verify that the proposed utility pole location is not in conflict with another utility.
8. Revise the area drain to be made of pre-cast concrete.
9. Revise the rain garden detail to accommodate the flow roof leaders and a pipe to carry flow the yard drain into the stone, specify pre-cast concrete yard drain with cast iron top.

improvements to the East Hartford flood protection system comprised of
approximately 20,000 linear feet long.

Upon a motion by Paul J. Roczynski, seconded by John Ryan, the Commission Voted (7-0) to Approve the above with no conditions.
Review of Correspondence
- BOND RELEASE - 475 East Hartford Boulevard North, Cabela’s, Inc.
Upon a motion by Paul J. Roczynski, seconded by Mary Whaples, the Commission Voted (7-0) to Approve the above site plan modification bond in the amount of $173,500.00.
- BOND RELEASE - 700 Connecticut Boulevard, Hoffman Auto Group
Upon a motion by Kathleen Salemi, seconded by Paul J. Roczynski, the Commission Voted (7-0) to Approve the above site plan modification bond in the amount of $7,100.00
Miscellaneous
- 8-24 for Daley Court Property Transfer upon a motion by Paul Roczynski seconded by Mary Whaples, the Commission voted (7-0) to approve.
**NOTE
Next meeting schedule for June 24, 2009 will begin at 5:00 p.m.
August, 2009 meeting will be on 8/19/09 instead of 8/12/09.
